A document that might be of interest on this issue of non-indigenous
organisms and proposed regulations is the September 1993 OTA report
entitled "Harmful Non-Indigenous Species in the United States." I
stumbled across an electronic copy of this document at the OTA anonymous
ftp site (otabbs.ota.gov under /pub/harmful.nonindigenous.species). Or

It is a fairly large file (187 KB) and lacks the figures in the original
report, but might make for interesting reading.
