organic wheat protein

I am working with a group of organic farmers is western Kansas who are raising
wheat in a wheat-fallow-wheat rotation. They are selling to a local organic
market that values high protein levels. These farmers have access to manure and
compost to improve fertility. They also are using a foliar application of fish
emulsion to raise the amount of nitrogen available to the growing wheat. Does
anyone know how the use of these three treatments can effectively raise the
prtein content of the harvested grain? More specifically, can foliar applied
fish emulsion raise grain protein? If so, when should it be applied, at what
rate, and how quickly does it become available to the plant?
