At the beginning of April 1998 the Research Centre on Animal Production
(CRPA) of Reggio Emilia, Italy, organised a mid-term workshop concerning
Economic Instruments for Nitrogen Control in European Agriculture. This
activity has been carried out within the framework of a EU-funded research
project (DGXI) coordinated by the Centre for Agriculture and Environment
(CLM), the Netherlands in which are collaborating
- Institute for Rural Structure Research (ILS), University of Frankfurt
- Agricultural University of Norway, Aas, Norway
- Research Centre on Animal Production (CRPA), Reggio Emilia, Italy
- University of Helsinki, Finland
- Agricultural University of Godollo, Hungary
The following central questions have been discussed during the workshop.
1. What are the effects of different economic instruments for nitrogen
control?
2. How can they be implemented in different regional contexts?
3. What is the support among different actors for the different instruments?
4. What are the main arguments that influence this support?
The systems discussed vary from taxes on N-fertilisers and feed concentrates
to taxes on N surpluses based on farm mineral balances and tradable permits.
52 representatives of research organisations, farmer's unions, fertiliser
industry, and ministries of agriculture and environment of the 15 EU Member
States participated to this workshop.
The research project will finish in March 1999 with a final workshop
organised by CLM in Brussels.
