Marc,

There are indeed regulations and they're in flux. Here in California,
there are new state regulations. New local regulations are now being
negotiated.

When I need information about this stuff, I talk with Lorraine Timmons at
our (Ventura) county Solid Waste Management Department, who's been drafting
our local regs in consultation with local growers, potential composters,
planners, and other stakeholders. She can be reached @ <swmd@rain.org>.
(Identify her by name in the subject so that it reaches her, as the whole
department shares this address.)

There's a professional journal, BioCycle, that follows developments in
this field. I don't find any e-contact info in the copy I have here, but
